Goulburn Urban Character Study, NSW Australia

As subconsultants to PB (Parsons Brinckerhoff) HBO+EMTB undertook an urban character study of Goulburn, focussing on the heritage conservation precincts as well as the character areas edging them. This study delivered a number of important inputs to the new consolidated LEP and DCP, both in terms of recommendations for desired future character, strategies for different character precincts, built form controls, and design guidelines. The work enabled the lead consultant to introduce a strong urban design focus to their proposed planning controls, recognising the importance of Goulburns heritage and visual character and the value of protecting and enhancing it.
